Jennifer Rose

Co-Founder / Co-Executive Director

Jennifer Rose is a co-founder and co-executive director of Inspire Action for Social Change, an organization she helped launch in 2008 to nurture and expand the field of supervised visitation for families experiencing domestic violence. With over 30 years of experience working alongside survivors of violence and their families, Jennifer brings a deep commitment to building safety, healing, and lasting change across communities and systems.

Her journey began with a shoulder bag and a pager, taking crisis calls on pay phones. She spent countless hours in courtrooms, sat through late nights of listening, and found joy in the strength, resilience, and hope of the extraordinary survivors she has met. Those early years shaped her unwavering belief that healing and transformation are possible.

While waiting for a response for graduate school, Jennifer stopped to help a woman pick up a bag of bread, which led to a major life pivot from academia to direct services. While the pay for her new role came in the form of tootsie pops, she soon found herself in the role of Director of Domestic Violence Services at Walnut Avenue Women’s Center. In this role, she developed a survivor-centered program addressing both immediate crisis needs and long-term advocacy for adult and child survivors. While there, she also opened a supervised visitation center as part of a national demonstration initiative with the Office on Violence Against Women, an effort grounded in the belief that even the most complex systems can be reimagined through care, accountability, and survivor wisdom.

A seasoned cross-systems collaborator and emergent facilitator, Jennifer has worked nationally to support advocates, programs, and communities in creating responsive practices rooted in survivor-defined advocacy. Her leadership is marked by laughter, humility, and love, and she is known for her generous spirit, deep listening, and ability to celebrate others’ brilliance. She leads with the belief that transformation happens through relationships and that those most affected by violence must always remain at the center of the work.

Jennifer holds a BA in Anthropology and Women’s Studies from Fort Lewis College and a Master of Social Work from San José State University.
